Fleet Commander Skill

A specialty Captain skill update -- the Fleet Commander I and II have now been implemented in the internal beta. Normally players control a single ship, but there is an option to have up to two more warships join you in battle, controlled by AI. It will be a choice many players will have to debate on, as there is a counterbalance; you will not be able to acquire the highest tier ships through the Battleship Commander skill.
